Super President
There was really such an American animation. The original name of which in English was 'Super President'. In Chinese, 神行總統. It was shown in TVB at mid 1969. Sometimes it was shown right after Superman (神行太保).
This super hero got an assistant, actually his secretary (an ordinary man not knowing fighting). Sometimes Super President had to rescue him when he was caught by the bad guys as hostage.
