I downloaded a rar Àsªêªù¡@from HK discuss but could not read the file under both Photoshop Viewer or Window Picture And Fax Viewer, how can I read such file.

I don't know why I could not open the file with Window Photo and Fax Viewer since I could read jepg comic file downloaded by my friend with this software.
