I share with your view. My friend told me that there were privated DVD for all Kamen Rider series and Ultraman series at Mongkok. We ought to show our respect to the inventor of computer and websites and those genius on computer to upload all Kamen and Ultra series with Chinese substitues to the web sites. Then the privated DVD organisation modified those flash video into DVD format and sold out at Mongkok. 
So, no need to rely on TV, we could watch those heroes never presented in HK TV.
